| 摘 要： | 宏观上影响一个国家和地区信息化发展水平的有技术、社会经济发展水平、政府作为等因素.以2000年～2005年世界各国信息化发展水平的面板数据所进行的实证检验表明,这三个指标对信息化发展水平都有显著作用:信息技术直接促进信息化的发生与发展;与社会经济发展阶段相适应的需求促进信息化的产生,经济发展水平决定与其相适应的信息化发展水平;政府在信息化中是否能正确发挥职能,对信息化发展有显著影响.
