提高能源自给率 保障能源安全路径设计与政策选择

摘    要:从能源总量自给率、油气自给率、煤炭自给率等3个方面对我国的能源安全进行了系统评价,重点分析了油气自给率低导致的能源供应风险。之后分析了以煤为主的能源消费导致的环境问题以及我国的能源效率,认为环境和能效也是能源安全应该关注的重要方面。并提出了做好煤炭深加工规划,创建碳捕集与封存产业链,加大油气勘探开发力度以及发展新能源产业的路径设计与政策建议。

Abstract:The paper had a systematic evaluation on China energy security from three aspects of the total energy self-suffi- cient rate, oil-gas self-sufficient rate and coal self-sufficient rate and analyzed an energy supply risk caused by a lower oil-gas self-sufficient rate. Then the paper analyzed the environment problems caused by the energy consumption mainly with coal and the energy efficiency in China. The paper held that the environment and energy efficiency should be the important as- pects concerned by the energy security. Based on the understanding, from the view of the energy self-sufficient rate improve- ment, environment protection considered and energy security target improvement, the paper provided the well done planning of coal deep processing, the establishment of the carbine collection and the industrial chain sealed, the enhancement of the oil- gas exploration and development intensity and the path design and policy proposal on the new energy industry development.
