我国矿产资源产权制度演进与改革路径分析

Analysis on Evolution and Reform Path of Mineral Resources Property Rights System in China

The development and utilization efficiency of the mineral resources as important natural resources would have certain influences to the sustainable development of the economic society. From a view of the system evolution, the imperfection of the mineral resources property rights system in China were the social roots to cause many problems existed in the mineral resource management. With the continuous deepening of the economic system reform in China, in order to solve the problems of ＂Government failure＂ and ＂market failure＂ existed in the mineral resources management, to promote the reform of the mineral resources property rights system, to improve the mining rights trading market, to establish a fair and rational profit distribution system and to promote the sustainable development and utilization of the mineral resources became an important reform path.
