法治中国语境下的积极预防犯罪

在法治社会条件下,积极预防犯罪,必须深化治理方式的改革。在思维模式上,要加强公民的法治意识教育、努力提高全社会的防控能力,建立健全社区犯罪立体化社会治安防控体系,把维护公共安全、服务经济发展、保障人民安居乐业作为目标;在治理方式上,应以治本为目的,运用综合治理模式预防犯罪,防患于未然。从而形成在法治语境下积极预防犯罪的体系,实现建设平安中国、法治中国的目的。

Active Crime Prevention in the Context of China Ruled by Laws

In a law-ruled society, the reform of governance must be deepened to prevent crimes. Aiming at maintaining public secu- rity and servicing economic development, the government should improve public law consciousness, enhance prevention and control forces from the whole society, and establish a three-dimensional crime prevention and control system at the community level. In re- forming the governance pattern, crime prevention should be done with an integrated governance model to nip crimes in the bud. That is how an active crime prevention system in the context of rule of law could be set up in a way that helps construct a peaceful China ruled by law.
