论转轨经济中我国国有银行行为的演化--兼论银行在转轨中的作用

在转轨过程中,我国国有银行的行为特征表现为国有产权的变化特征,国家对银行的控制和市场环境的变化形成了银行行为分析的框架。国有银行的市场化是最终目标,它的实现要依赖市场制度的培育和政府行政干预的退出。既有的银行制度安排是适宜于政府主导经济的渐进式改革的,政府行为与银行行为的耦合,形成转轨中经济的增长模式,银行行为与政府行为冲突,导出了相对最大化的金融“次优”产出均衡。

The Behavior Evolution in Our State-owned Bank during Transition

The behavior of state-owned bank was shown by the property right change between state and bank during the process of the transition in China. When we discussed it, it would set up frame of state control and market environment. Past bank constitution was fitted for the evolutionary reform, which leaded by government, and the conflict between state and bank educed to comparatively second output. The state-owned bank would go to the market; it depended on the property right business freely, but not the state finance right broke up.
