从农村人力资源开发角度看苏南新农村建设

苏南地区新农村建设颇有成效，表现为城乡协调发展、全面发展、可持续发展。苏南的新农村建设实践表明，实现城乡和谐重在发展农村，而发展农村又重在充分开发农村人力资源。开发农村人力资源包含两层含义，其一为人力资源存量的充分利用，其二为人力资源品质的不断提高。农村人力资源开发要在政府宏观指导和财政支持下，充分发挥市场机制的利益导向作用，最大限度地激发农民的主体参与意识。

The Researching on New Rural Construction of South Jiangsu from Rural Human Resourses Development

South Jiangsu is a coordinate and sustainable area of China.The practice we took makes it clear that it is the most important thing to develop human resourses in the construction of new rural areas.Here are two points.First,make full use of the human resouses.Second,the character of those resourses will be promoted in the development.Besides,this HR campaign should spread out under the government macroscopic instruction and the financial support,stimulating the peasantry's sense of participation.
