| 摘 要： | 科技创新是中部崛起的核心支柱。在提高科技创新能力的同时，建设由拟成果购买制、网上项目招标制、威客模式以及网上技术市场等构成的科技创新网络，用以开发利用全社会乃至全球的科技创新资源，是中部地区克服现有劣势、提高科技创新能力、实现快速发展的战略选择之一。
