关于中国市场体系建设和流通现代化的几个问题

本文认为,从市场体系和市场机制的完备程度来看,我国还不能称之为发达市场经济国家。因为我国要素市场特别是资本市场发育程度不够,一些重要商品和服务还没有真正市场化,国民经济中还存在一些价格机制管不到的领域。当前我国大量存在的工业消费品和生产资料批发市场,应当成为一种开放式的经营业态,一切好的流通方式,都可以学习引进,同时也不排除向一切先进业态转化。推进流通现代化,要从中国国情出发,鼓励各种业态平等竞争;要突破禁区,打破垄断,进一步解放流通生产力;要转换政府在流通中的角色,从市场的“创造者”转变为市场的“服务者”,从“运动员”转变为“裁判员”;要积极应对“入世”,加快整合国内市场,发掘中国流通企业的自身优势,尽快实现改造和升级,真正把服务质量和流通效率搞上去;要加快流通立法,整顿和规范市场秩序;要充分发挥流通行业协会的作用。

Building up China's Market System and the Circulation Modernization

This article maintains that because of the imperfection of its market system and mechanism,China can not yet be called a developed market economy country now.Because the markets of the factors of production,especially the capital market,are not mature enough,there are still some markets within the national economy are not directed by the price mechanism.Taking a new road to industrialization has provided a rare opportunity to build up China,s market system,and China,s accession to the WTO increases the urgency to build up and develop the market system.To promote the circulation modernization,we should take some measures given China,s national conditions.These measures include:first,encourage the equal competition among different kinds of industries.Second,emancipate the circulation productive force.Third,change the government,s role in the circulation area.Fourth,positively respond to the accession to the WTO,improve the service quality and circulation efficiency.Fifth,accelerate the circulation legislation,rectify and standardize the order of the market economy.Sixth,give full play to the important role of distribution association.
