| 摘 要： | “电信技术选择管制”是在综合考察国际经济、技术情况的前提下 ,中国进行电信产业管理的一种手段。这种管理手段立足于中国的实际条件 ,以在发达国家有着长期应用基础的管制理论为核心内容 ,从经济欠发达国家的具体实际出发 ,寻找最有利于本国产业发展的突破口 ,达到技术跨越式发展的目的。
