反贫困理论与政策研究综述

贫困理论研究的重点是回答"什么是贫困?"的问题,并以此为依据设定贫困线、界定贫困人口,最终目的是寻求解决的办法,即设计反贫困政策。因此,贫困理论研究是制定反贫政策的前提和基础,反贫困政策的设计和实施则是贫困研究的最终目的,二者不可或缺。国内外学者对贫困产生的原因和反贫困策略进行了大量深入地研究,并形成了一些有代表性的观点和理论。
