发展农地规模经营的现实必要性及路径选择

当前土地细碎化造成的农业生产低效率,农村精壮劳动力转移造成的农业劳动力流失,农业劳动力代际传承的断裂以及发展低碳农业经济等均需要发展农地规模经营,但是农地产权不明确、土地流转利益协调困难、农村社会保障不健全等阻碍了农地规模经营的实现。我国有些地方的实践证明股份合作制很好地克服了农地规模经营所遇到的困难,股份合作制度是实现农地规模经营的可行选择,但是在进一步发展股份合作制时,需坚持因地制宜、各方主体准确定位、切实维护妇女土地权益、完善农村社会保障制度、坚持农地农业经营等原则。
