| 摘 要： | 新农村建设是我国社会主义现代化建设的一项长期而繁重的历史任务,为此必须加强新农村建设中农村公共品生产与供给的政策创新,以适应新农村建设的需要。因此,农村公共品生产与供给的政策创新应做到3点:一是体制应实行“以钱养事”;二是机制应实行“因事制宜”;三是评估应由“农民说了算”。 |

| Abstract: | Building new countryside is a long-term and heavy historic task in socialist modernization construction,so it is necessary to enhance the policy innovation of the rural Public products producing and producing to adapt to the needs of building new countryside.The following three points is supposed to be done:firstly,"money feeding things "should be carried out in system;secondly,"adopting measures according to things" should be put into practice in mechanism;thirdly,"what the farmers said counts" in evaluating. |
