| 摘 要： | 以构建绿色政府为目标,探讨了绿色政府管理体系的内涵,在对国内外绿色政府管理体系建设现状研究和经验借鉴的基础上,从绿色发展战略目标、内部绿色管理体系、外部绿色管理体系三方面构建了绿色政府管理体系的内容框架,最后以中新天津生态城为例,介绍了其绿色政府管理体系的实践经验,以期对我国绿色政府管理体系的构建提供借鉴。
