矿产资源合理利用规制综述

中国矿产资源的特点决定了中国绝大多数矿床具有很大的合理利用潜力.合理开发利用和保护矿产资源,是我国实现全面建设小康社会目标、实施可持续发展战略的必然要求.研究矿产资源合理利用规制,既是形势所迫,也符合国家的发展规划.改革开放以来,国务院、国土资源部及相关部委出台了一系列矿产资源合理利用的相关法律、法规、政策和制度,推动了我国矿产资源的合理利用,但仍存在定位模糊、缺乏强制力和有效管理等问题.今后应健全矿产资源法律法规体系,完善矿产资源有偿使用制度,完善矿业权有偿使用制度,设立矿产资源合理利用专项基金并建立监管机制,尽快组建国土督察局,加快出台矿业企业整合政策,建立重要矿产资源保护利用机制.

Overview on the Regulation about Rational Use of Mineral Resources
