| 摘 要： | 城市建设用地的扩张是引起我国耕地持续减少的主要原因,而城市建设用地主要集中于工业用地、公共设施用地、道路广场用地和绿地.中小城市是我国行政区体系中重要的战略节点,是我国未来城市化建设的主战场,在改革发展中具有十分重要的地位和作用.但中小城市土地利用中也存在着区域间城镇和城镇内部土地利用结构失调,对城乡交接带的土地利用失控,城市建设犹如摊煎饼等问题,应加以改进.
