| 摘 要： | 从经济发展的角度来看,当前行政、财政体制调整的预期效果得以实现的前提条件是政府职能的转变。政府职能转变既是理性设计和自然演化的交互作用过程,同时也是以经济基础转变为根本的公共选择过程。与进行大规模行政区划调整以适应行政管理扁平化的趋势相比,赋予地方(省)政府自主选择省以下行政、财政体制的权力,从而在试错中搜寻(省际之间多样化的)最优体制安排更加可取。

| Abstract: | This paper argues that transformation of government functions is the prerequisite of adjustment of administrative and fiscal system,which is an interaction between rational design and natural evolution with public choice process. Empowering local(provincial) government to choose the province administrative and fiscal structure independently is preferable to massive adjustment of administrative division. |
