刍议科学发展观与依法行政之关系

当前,坚持科学发展观,推进依法行政存在的问题,主要体现在依法决策、民主决策、科学决策的意识淡薄,行政立法方面的缺陷,执法体系不顺,监督力度不够,行政机关依法行政能力有待提高等方面.这些问题的存在,在一定程度上损害了人民群众的利益和政府的形象,妨碍了落实科学发展观,制约了和谐社会的建设.政府应建立健全依法决策、科学决策、民主决策机制,提高立法和制度建设的质量,规范行政行为,防止行政不作为,强化对行政行为的监督,提高领导干部依法行政能力,从而达到"实现经济、社会和人的全面发展"的目标,努力构建社会主义和谐社会.
