| 摘 要： | 珠三角规划纲要实施中地方政府政策创新取得了显著的成效,具体表现在：制度性政策方面发挥了制度体系的新优势;在工具性政策方面提高了政府对区域经济的引导调控作用;在目标性政策方面解决了区域发展中的部分难点问题。这些成效为珠三角规划纲要的进一步实施奠定了良好的基础。

| Abstract: | It has made a great achievement of policy innovation of local governments in the implantation of the outline of the plan for the reform and development of the Pearl River Delta.Institutional policy reflects the new advantages in the institutional system.The government has strengthened economy regulation in the perspective of instrumental policy.Targeted policy has solved some problems in the regional development.All of these achievements have laid a good foundation for the further implementation of planning outline on reform and development of Pearl River Delta. |
