中国反倾销效果实证分析--以丙烯酸酯为例

以维护公平贸易和公平竞争为初衷的反倾销措施，正在被越来越多的国家频繁使用，其原因在于该措施既可以有效地限制进口，又能为中国进口竞争产业提供保护。由于反倾销措施的特殊性，在实施以后会发现，贸易转移在一定程度上抵消了反倾销措施的作用，为规避反倾销而产生的直接投资又加剧了国内相关产业的竞争。同时对公共利益缺乏足够的重视，又会导致下游产业因上游产业的受益而受损。有鉴于此，文章建议从健全产业预警机制，调整吸引外资政策，以及贯彻公共利益等几个方面来增强中国反倾销的效果。

Empirical Analysis on China''''s Anti -dumping Effects --A Case from Acrylic Resin

In order to maintain fair trade and competition, anti -dumping measures have frequently being used by more and more countries in which the purpose is to restrict import and safeguard domestic import -competition industries efficiently. Due to the nature, trade diversion would offset their effects, and anti -dumping -Jummping FDI would embitter the competition in relevant industries. Meanwhile, lacking of sufficient attention to public interest, antidumping measures may harm downstream industries. Based on the above analysis, the paper suggested the construction of early-warning system for industry investment and take good consideration of public damage ; adjust the policies of attracting foreign interest.
