征地中土地增值来源及其分配的产权经济学分析

近年来,大量耕地被非法征用,其主要原因是征地中的地方政府和征地后的土地经营者可以在显形的制度体系下获得巨额潜在利润.这种现象对我国的粮食安全和生态安全构成了很大的威胁.虽然国家采取了一些相关的措施,但是并未从根本上消除这种现象.以产权经济学的理论为基础,对征地中土地增值收益的来源和分配原则进行分析,并提出了相应的解决办法.

Property Rights Economic Analysis of Increase in and Distribution of Land Value in Land Requisition

A great deal of cultivated land has been illegally expropriated in recent years, which is mainly due to the fact that local government and people who use land can gain much profit under the current systems.This situation has been threatening food security and ecological safety of China. Though the central government has taken some relative measures, the phenomenon exists. On the basis of property rights economics, this paper analyzes the problem of origin and distribution principle of land increment profit in the process of land requisition and puts forward corresponding solutions.
