发展方式转变与减贫关系研究

发展方式转变是中国社会经济未来发展的战略性选择,对中国扶贫开发也将产生巨大影响。本文通过对发展方式转变与减贫关系进行分析指出:其一,发展方式转变,重构了减贫的动力机制,即产业动力、增长动力和内生动力等发生了新转变。其二,发展方式转变,使减贫路径和方式发生新变化,即引致了贫困人口收入来源、扶贫重点以及就业方式发生新变化。可以说,发展方式转变的快慢影响和决定着减贫效率的提升程度。快速跟进的后续产业以及尽力避免贫困人口失业是扶贫的关键。加大生态补偿力度,保障贫困人口收入是决定发展方式转变的重要因素。迅速增强内生动力,激发贫困人口的积极性是加快发展方式转变和衡量经济发展方式转变是否成功的重要因素。同时,本文通过定量分析,测度了发展方式转变与减贫之间的关系。

Research of Interrelationship between Development Transformation and Poverty Alleviation: A Case of Yushu in Qinghai

Development transformation is a must - be strategy in the future for China,which can also impose great impacts on poverty alleviation.Via analyzing the interrelationship between development transformation and poverty alleviation,this paper promotes the following conclusion:Firstly,the transformation of development can reconstruct the motivation of poverty alleviation which includes industrial motivation,economic growth motivation, and endogenous motivation.Secondly,development transformation can also bring new changes to poverty alleviation pathway,such as the income resource of the poor group,the focus of poverty alleviation,and employment of the poor.To a large extent,the speed of development transformation determines the efficiency of poverty alleviation. Hence,the follow - up industries which can avoid unemployment of the poor should be the pivot of poverty alleviation. There also should be ecological treatment which can guarantee the income of the poor group.Via promoting endogenous motivation,the poor group should be stimulated and motivated greatly,which is also a key factor for poverty alleviation.
