摘    要:深入探索并推行政府绩效管理对于深化行政管理体制改革、建设人民满意政府具有重要意义。本文通过研究政府绩效管理相关理论与实践,探寻政府绩效管理的内在规律,并基于北京市推行绩效管理工作所取得的经验和成效,尝试提出了以指标评价、组织管理、运行监控、公众评价、创新发展为核心的"五位一体"的绩效管理制度体系,并进一步从科学化、民主化、法制化的视角阐述了政府绩效管理的发展路径。

Abstract:Deeply exploring and carrying out government performance management are of great significance for deepening the reform of the government administrative system and constructing the satisfying government. By studying the theory and practice of government performance management to explore the inherent law of government performance management, and based on the practices experience and effectiveness of Beijing, this paper proposed performance management system consisting of evaluate index, organizational management, operation monitoring, public evaluation, innovation and development, and further elaborated the development path of government performance management from the scientific, democratic and legal perspective
