| 摘 要： | 国债作为三大财政政策工具之一,在我国1998年开始实施的积极财政政策中起到了弥补赤字、筹集建设资金、扩大内需的作用。2004年我国宏观经济出现了转机,稳健财政政策被提上日程,2007年继续实行"双稳健"的财政和货币政策。新形势下国债的功能应再定位于经济结构调整、公开市场业务操作工具、金融资产功能。

| Abstract: | National debts, one of the greatest public financial policy tools, take some positive roles such as making up deficit, rising constructive funds and stimulating demands. Bur the macroeconomic situation had turned in our country in 2004 and steady public finance policy had been put up. In the new situation, the function of the national debts should be reorientation to adjustment of economic construction, open market operation tools and financial assets. |
