转型期中国粮食生产资源配置结构优化策略研究——基于非参数方法双产出模型的经验分析

转型期在国家推行和谐社会建设的大环境中,耕地资源的经济供给无法同和谐社会建设的速度与要求相协调,这就使得我国的耕地资源面临着粮食安全问题。文章基于非参数方法双产出模型,在对转型期中国粮食生产资源配置效率测度的基础上,具体研究粮食生产资源配置的结构优化策略。研究结果表明,各大流域粮食生产规模效率最差,这就意味着,中央政府应进一步加快农业剩余劳动力的转移速度,化大力气消除制约中国粮食生产效率的主要因素,并根据转型期中国粮食生产所表现出来的区域特征,稳定或进一步提高松辽流域粮食生产效率,改善黄河流域粮食生产低效状况,这也是转型期弥补市场失灵、保障粮食安全的有效手段之一。

Study on the Optimizing Structure Strategy for Resources Allocation of China's Grain Production in the Transition Period

By the non-parametric method of double-output model and based on the efficiency measurement of grain production,this paper studies the optimizing strategies for food production and resources allocation.The results show that the scale efficiencies of grain production in the major river basins are among the worst,which implies that the Central Government should further accelerate the transfer speed of surplus agricultural labor,and make more efforts to eliminate the main constraining factors in China's grain production efficiency.According to the regional characteristics performed in the grain production during the transferring period,the Central Government should stabilize or further increase the grain production efficiency on Songliao Basin and improve the Yellow River Basin inefficient food production situation.This will be one of the effective measures which make up for the market failure and ensure food security.
