基于集群系统结构的企业集群成长与政府行为研究

企业集群成长中政府行为的理论基础就在于弥补市场失灵和制度失效,其目的是加强企业之间的知识网络和联系,满足企业的各种需要。根据要素在企业集群系统中的定位和作用方式不同,可以把企业集群系统分为核心要素系统、支持要素系统和促进要素系统,政府应在企业集群系统结构三要素互动中找准行为的着力点。

Research on Act of Government in the Growth of Enterprise Clusters Based on Cluster System Structure

In the growth of enterprise cluster,the theoretical basis for act of government is to compensate for market failure and institutional failure.The purpose of theoretical basis is to strengthen inter-firm knowledge networks and contacts to meet the business needs.According to the different orientations and different roles of each element in the enterprise cluster system,it can be divided into three systems:the core factors system,the support factors system and the promoting factors system.Based on the analysis of the factors of enterprise cluster system,this paper discusses the act of government orientation in the growing process of enterprise,on the subsystem level of core factors,support factors and promoting factors.
