| 摘 要： | 知识经济、知识社会的发展，使得公民的科学素质已经成为制约国家创新能力提高和综合国力提高的关键因素，为此，采取有力的针对性措施加强公民科学素质建设就成世界各国提升本国综合国力和核心竞争力的必然选择。对我国公民科学素质建设的政策保障做了探讨，系统明晰了我国公民科学素质建设的政策发展趋势。

| Abstract: | The development of the knowledge - based economy and the knowledge - based society has made the scientific literacy of citizens become the key factor in constraining the capability enhancement of state innovation and raising comprehensive national power. Thus it is necessary for the countries around the world to take effective measures to enforce the construction of the scientific literacy of citizens, and to increase their overall national power and core competency. This paper makes an inquiry into the policy guarantee of constructing the scientific literacy of citizens. The policy trend of construction the scientific literacy of citizens has been clarified. |
