The Solution to Optimize the Layout of Mining Right from Review of Compliance

This paper discusses the main points of review of compliance, these are： see if the electronic materials related to the program has been uploaded by filing system; whether the material is complete and has been demonstrated; if the program has been reviewed by expert; see if the overlap was happened with the scope of setting scheme of mining right in the important management area of other countries; and whether there is any overlapping mining rights. The main issues of focus include： the rationality of regional extent and layout; if the scarce mineral prospecting and the establishment of mining right are affected; the processing of metallogenic conditions concerning protective mining the special types of minerals; something about invalid mining rights; if the way of contribution and transfer is in line with the requirements. Finally, this paper points out that we must enhance the propaganda and guidance, effectively improve the quality of examination of plan making, and take measures to ensure effective implementation.
