摘    要:随着医药卫生体制改革的逐步深化,职能部门绩效考核工作处于越来越重要的地位,笔者根据文献资料、专家咨询、头脑风暴法,从职能部门目标管理及绩效考核中的常见问题出发,结合关键指标法构建职能部门目标管理指标体系。通过指标体系优化,使目标管理中绝大部分指标实现量化,目标清晰,可操作性强,有利于促进医院职能部门持续改进质量和效率,从而提升医院整体服务水平和运营效益。

Abstract:With the gradual deepening of the reform of the medical and health system, the performance evaluation of functional departments is becoming more and more important. Based on the literature, expert consultation, and brainstorming methods, the author starts from the common problems in target management and performance evaluation of functional departments. The key index method establishes a target management index system for functional departments. Through the optimization of the indicator system, the majority of the indicators in the target management are quantified, the targets are clear, and the operability is strong, which is conducive to promoting the continuous improvement of the quality and efficiency of the hospital functional departments, thereby improving the overall hospital service level and operating efficiency.
