县区地质灾害防治管理工作考评体系研究--以惠州市各县区地质灾害防治管理部门为例

地质灾害防治管理工作业务性强,涉及对地质灾害隐患点的群测群防、搬迁和工程治理,也涉及各类地质管理工作的行政审批事项,更有地质灾害防治管理人才培养等工作,尤其是地质灾害防治工作是各级地质灾害防治管理部门的主要工作之一。如重视不够,管理不到位,未能不断适应新形势下的地质灾害防治管理工作,让地质灾害隐患点的巡查工作出现纰漏导致灾害的发生,将会给老百姓生命财产安全造成严重不利影响。各县区的地质灾害防治管理部门是各地质灾害隐患点工程治理和巡查巡防的管理者和主导者,相应的业务管理水平如何直接表征地质灾害防治工作管理能力和能为老百姓生命财产安全保驾护航的能力。为此亟需规范各县区的地质灾害防治管理工作,通过梳理工作内容清单,量化赋值权重,建立地质灾害防治管理工作考评体系,化定性评价为定量和定性相结合的工作考评,助推地质灾害防治管理工作不断取得新的成效。

Study on the Evaluation System of the Prevention and Management of Geological Disasters in Counties:Take the Administrative Departments of Geological Disaster Prevention and Management in Huizhou as an Example

The geological disaster prevention and management work is highly operational and involves the mass observation and prevention,and relocation of geological disaster hidden danger points,as well as administrative approval matters for various types of geological management work,as well as the training of geological disaster prevention management personnel,especially it is one of the major tasks of geological disaster prevention and management departments at all levels.If insufficient attention is given to management and the inadequate management of geological disaster under the new situation,the leakage of inspections of hidden disaster in geological disaster will lead to the occurrence of disasters,which have serious adverse effects on the lives and property of ordinary people.The geological disaster prevention and management departments of all counties and districts are the managers and leaders of the project management and patrol inspections of potential disaster in various places.How does the level of business management directly characterize the management capabilities of geological disaster prevention and control and the ability to protect the lives and property of ordinary people.For this reason,it is urgent to standardize the management of geological disaster prevention and management in all counties and districts.By sorting out the work content list,quantifying the weights,establishing an evaluation system for geological disaster prevention and management,and transforming qualitative evaluation into a combination of quantitative and qualitative work evaluation,it will help geological disaster prevention and management continue to achieve new results.
