浙江财政支持农业保险机制创新研究

风险是保险的前提和基础。农业的“靠天吃饭”决定了农业生产自然灾害风险的客观存在，农户的生产规模决定了农民家庭难以利用自身的资源禀赋处理农业风险，加之农业保险领域的信息不对称，解决农业保险市场失灵的一个重要路径是政府的制度供给。浙江地处东南沿海，台风等自然灾害频发，随着农业产业化、设施化的发展，农民对农业投入增加的同时，农业风险也在不断加大。如何建立与完善农业风险防范体系、推进政策性农业保险、增强农业和农户的抗风险能力，就成为农业增效、农民增收的重要路径。本文研究财政支持农业保险的机制创新，试图为浙江走出农业保险困境找到一条新的路径。

A Study of Institutional Innovation of Finance-supported Agricultural Insurance in Zhejiang

Risk is a prerequisite for insurance.The situation in which agriculture is much dependent on the weather decides natural disaster risks in agricultural industry,and the production scale of average farmers also decides that the farmers could not handle the agricultural risks by using their own resources,not to mention the information asymmetry in agricultural insurance.We hold that an important solution to resolving the market malfunction in agricultural insurance is governmental institution supply in Zhejiang.Zhejiang often suffers natural disasters such as typhoon.With the development of agricultural industrialization and facility farming,the farmers are now increasing their input,at the same time,the agricultural risks rise gradually.To establish and improve defensive systems in agricultural risks,to boost policy-related agricultural insurance and to strengthen risk resistance capacity of agriculture and farmers are three significant approaches to increase agricultural production and farmers' income.We aim to study the institutional innovation of finance-supported agricultural insurance and try to find a way from the institutional innovation dilemma in Zhejiang.
