大部门体制改革的发展展望

政府管理的"大部门体制"是发达国家最早探索实行的一种行政管理模式。尽管在不同的国家呈现出差异性和发展的阶段性,但是,在大部门体制设置的理念和机制上也存在着许多共同之处。现阶段,我国探索实行职能有机统一的大部门体制,有其深刻的经济、政治原因和广泛的社会背景。我国大部门体制改革必须立足国情,充分借鉴国外大部门体制建设的经验,围绕转变政府职能和理顺部门职责关系,分步骤地推进。

Prospect of the Development of Department System Reform

The "Large system" managed by the government was a kind of administrative management model first explored and executed by the developed countries.Although there was otherness and phases of development in different countries,there has also similarity in the idea and mechanism of the setting of the "Large system".At present phrase,to explore and execute the "Large system" of the organic unity of function had its profound economic and political reason and social background.The "Large system" reform must base on conditions in our country,fully use for reference of the construction of foreign large system and push step by step surrounding the transformation of government functions and the arrangement of responsibility relationship between departments.
