政府向社会力量购买公共服务评估指标体系构建研究

评估是政府购买公共服务的重要环节,其指标体系构建的科学性、合理性和有效性是保障政策实施的关键,具有重要的行为引导功能,也是建立科学评估的基本工作。通过文献法明晰政府购买公共服务的评估维度,初步拟定制度规范、购买投入、承接能力、公正性、服务质量、满意度、影响力7个二级指标和49个三级指标,并通过德尔菲法(Delphi Method)和小组讨论进行指标筛选,得到33个正式评估指标,其信效度均得以保证。再通过层次分析法(AHP),构造8个两两比较的判断矩阵,求取每一个评估指标的相对权重,并对其一致性进行检验与分析,最终确定指标权重。研究结果显示,满意度影响力和服务质量维度的权重高于其他维度,制度规范和公正性维度权重居中,购买投入和承接能力维度的权重略低。

Research on the Evaluation Index System Construction of Government Purchase of Public Services

Evaluation is an important part of the government purchase of public services. Keeping indicator system scientific, rational and effectiveness is the key to policy implementation, for which it has important function of behavior guiding and is the basic work for scientific assessment. This paper firstly clarifies the evaluation dimension of government purchase of public services through the literature research. On this basis, it establishes seven secondarylevel evaluation indicators and 49 third-level indicators. The secondary-level evaluation indicators are institutional norms, purchase investment, undertaking ability, fairness, service quality, satisfaction and influence. Then 33 formal evaluation indicators are given after a second round of screen of the initial evaluation index system followed by the Delphi Method, and its reliability and validity have reached the level it should be. And then, eight two-two comparison matrices are constructed using the Analytic Hierarchy Process (AHP) to determine the weights of the indicators. The relative weights of each evaluation index are obtained, and the consistency is tested and analyzed. It finally shows that, the weights of satisfaction, influence and service quality are higher than others, the weights of institutional norms and fairness are centered, and the weights of purchasing investment and undertaking ability are slightly lower.
