在一定意义上,社会转型的实质是制度转型.制度转型是一个制度重建或部分重建的过程.因此,构构建和谐社会是制度的重建和创新.制度重建是指根据构建和谐社会的要求,重新构建合理的制度安排,包括规则的制定和规则意识的确立两个基本方面.制度创新又是制度重建必须遵守的"规则".

Harmonious Society: Reconstruction and Creation of Institutions

In a certain sense of view,the essence of social transformation is institutional transformation,which is a process of institution reconstruction or partial reconstruction.Accordingly,the construction of a harmonious society is the reconstruction and creation of institutions.Institution reconstruction refers to making the proper institutional arrangements of the institutions in a new way according to the requirements of the construction of harmonious society,which includes two basic aspects: the constitution of regulations and the establishment of regulation awareness.And the creation of institution is also a regulation we should abide by in the process of institution reconstruction.
