新自由主义与“华盛顿共识”的理论缺陷

本文论述了新自由主义的本质和流行全球的原因，有针对性地批判了新自由主义的改革观，指出新自由主义本质上就是“市场原教旨主义”，它对自由市场抱有极端教条主义的态度，拒绝承认自由市场经济存在任何缺陷和失灵，反对一切政府干预政策和社会改良措施。新自由主义与旧自由主义相比没有更多的理论创新，相反，它武断地否定西方经济学各个流派的研究成果，诸如市场经济在微观和宏观上存在的各种缺陷，在各种条件下可能出现的市场失灵如外部效应、信息不对称等。倘若运用新自由主义作为改革开放的指导思想，恰恰非常不利于借鉴西方经济学各种流派的研完成果。

Neo-Liberalism and the Theorectical Faults of Washington Consensus

This paper discusses the reason of neo-liberalism's rapid spread over the world, reveala its nature as market fundamentalism which rejectsexistence of any market failure or dysfunction, denies any government intervention and social reform. Neo-liberalism also rejects new achievements from allother schools of Western economics, such as various theories about market failures on macro-economic level and micro-economic level, externalities,information imbalance, etc.
