农业科技的快速发展、不断创新，使得财政对农业科研单位的专项支持力度越来越大，专项资金规模快速增长。在专项资金的申报、使用、考评过程中，出现了一系列问题急需解决，本文对专项资金管理中出现的新情况新问题进行了剖析，并提出了相应的管理对策及措施。

Some Thoughts on the Management of Special Funds for Agricultural Institutions

With the rapid development of agricultural science and technology innovation, the financial support of the special funds to agricultural institutions has been increasing and the scale of the special funds has been growing rapidly. In the process of application, implementation and evaluation of the special funds, a series of problems need to be resolved. In this paper, the problems emerged from the management of special funds were analyzed and corresponding management solutions and measures were proposed.
