| 摘 要： | 西部旅游资源具有极强的独特性和垄断性，但又有极强的脆弱性。西部旅游资源开发应特别注意可持续性问题。为此，应实现三个方面的创新，即：观念创新、管理体制创新和开发方式的创新。
