新型农村合作医疗中政府财政供给职能研究

无论从实现农民医疗保险权益角度看,还是从国家构建城乡一体化医疗保险体系角度看,政府都应该在新型农村合作医疗制度建设中积极发挥财政供给职能。目前,政府在履行财政供给职能时存在一些问题,如财政投入过程非规范化;财政补助标准仍处于低位;低投入导致医疗费用补偿水平低;地方政府筹资责任划定模糊。因此,政府对新型农村合作医疗的财政供给职能从以下方面进行完善:政府出资过程走向机制化和规范化;政府出资形成稳定的增长机制;中央财政加大出资力度;地方政府承担出资责任时尽量公平化。

The Research on Government Financial Supply Functions in the New Rural Cooperative Medical

Whether from the perspective of the realization of farmers’ health insurance benefits,or from the national perspective of building the integration of health care insurance system in urban and rural areas,the Government should play a financial supply function in the construction of new rural cooperative medical system.At present,the new rural cooperative medical has just begun and there are some problems inevitably among the process for government to meet its financial supply functions.For example,financial investment is non-standardized,government subsidies is still low,low-input results in medical expenses compensation low level,and financing responsibilities of local government program is fuzzy logic.Therefore,the financial of the Government’s functions in new rural cooperative medical supply remains to be perfect.And specific performance includes the government-funded process should towards institutionalized and standardized,the funding of government form a stable growth mechanism,the central budget should to increase the funded efforts and local government commitment try to be fair contribution obligations.
