政府危机管理下应急机制的现状分析与对策研究

目前,我国进入社会转型的关键时期,此阶段正对应着非稳定状态的各类重大突发公共危机事件频发的阶段,给我国的经济和政治生活都带来了极大的负面影响,危及社会的稳定和发展,使得政府面对严峻的考验和挑战。我国的公共危机管理的应急机制存在着应对复合危机事件能力弱、监测预警机制不健全、信息流通不对称、第三部门参与不足等缺陷。政府必须加强危机管理能力建设,打造一个完善的应急机制体系,建立危机管理的行政问责制,构建我国应急状态法体系,全面提高我国政府应对突发事件的应急管理能力。
