供电企业实施电费回收的措施及应注意的问题

受国际金融危机的影响，我国经济出现滑坡，不少中小企业相继减产、停产和关闭，供电企业电费回收面临巨大风险。以浙江省电力公司金华电业局为防范风险采取的电费回收措施为切入点。基于供用电关系所涉法律法规，研究了供电企业加强供用电合同管理、依法实施电费担保措施和针对大用户确定电费结算方式等一系列加强电费回收的措施及操作要点，分析了供电企业在实施这些措施中可能遇到的风险，提出了实施电费回收措施中应注意的问题。
