| 摘 要： | 通过对广州市番禺区"撤市设区"后城市管理与城市规划存在的问题进行分析,认为在当前我国经济体制和政府职能转型时期,可采用城市规划的制度设计功能应对行政区划调整的冲击;加强区域规划,弱化行政区划调整对城市规划的冲击;加强区域管治,强化区域规划的约束性;从优化产业结构提高非农就业水平、完善土地使用制度保护失地农民利益、从社会文化和经济制度等方面引导农村城市化稳妥发展,从多个层面解决行政区划调整中的被动城市化问题,应对"撒市设区"后出现的城市规划与城市管理问题.

| Abstract: | By analyzing the problems in urban administration and urban planning after turning city into districtin Panyu,this paper points out that during the period of economic transition and government functional transition institutional arrangement of urban planning can deal with the impact of administrative division adjustment.It also argues that it should enhance regional planning and lower the impact of urban planning from administrative division adjustment.It then proposes some measures to cope with the problem... |
