| Abstract: | The paper analyzes uncertainty factors of small and medium-sized enterprises （SMEs） involving in technological innovation. Based on this, it puts forward some countermeasures to improve the competence of SMEs technological innovation, such as the construction of the core technology system, setting up learning benchmark, making full use of technical resources inside and outside enterprises, making long-term budget of technological innovation. |
