| 摘 要： | “区港联动”是发展自由贸易区的国际通行模式，青岛以“区港联动”，为切入点走出了建设自由贸易区的实质性的一步。“区港联动”的实施使青岛保税区与港区功能结合、优势互补、共同发展，体现了自由港的作用。这不仅使青岛保税区更具物流优势，而且使青岛的物流业更具活力，进而极大地促进了山东半岛城市群整体物流业的发展。
