实现我国城乡文化服务权利公平的探讨

城市和乡村是构成社会大系统的两个密不可分的组成部分，是社会发展的主体。然而我国长期以来的非均衡的经济社会发展战略，导致了城乡文化发展的巨大差距，使农村与城市居民的文化权利呈现出了不平等的现象，不仅影响到新农村建设，更关系到社会的和谐共融。而政府作为公共文化服务的主体，应当在文化基础设施、资金、人才等方面给予农村地区更多的投入，以缩小城乡文化“二元”差距，维护农村居民文化权利的公平。
