农户对耕地外部效益支付意愿的实证分析

从耕地保护补偿激励外部效益供给的角度,运用意愿调查法探讨了宜昌市农户对耕地外部效益的支付意愿及其影响因素。研究表明:农户对保护当地耕地外部效益的年平均支付意愿为103元,耕地外部效益年经济价值达1876万元;影响农户是否意愿支付的显著因素有耕地保护必要性的认识、教育水平、家庭主要收入来源等。该研究为探索适合我国国情的耕地外部效益评估技术、推进耕地保护经济补偿政策等提供参考和启示。

PAY FOR FARMLAND EXTEMAL BENEFIT

This paper analyzed the willingness of Yichang farmers to pay for farmland external benefit and its influence factors by using contingent valuation method,from the aspect of compensation for farmland protection stimulating the supply of external benefit. The results indicated that farmers were willing to pay an average of 103 Yuan per year for protecting farmland external benefit and hence the total economic value can reach 18.76 million Yuan. The significant factors impacting the willingness of farmers to pay for farmland external benefit included the awareness of the need to protect farmland,educational level and main source of household income. The study could provide references and recommendations for exploring farmland external benefit assessment technique pertaining to China’s national circumstance and promoting economic compensation for farmland protection.
