阿克苏地区产业结构分析及优化对策

产业结构是制约经济发展最为关键的因素之一,它不仅影响着经济增长的速度和质量,同时也极大地影响着经济发展的潜力和后劲。改革开放以来,尤其是西部大开发战略实施以来,阿克苏地区社会经济发展得到了较快速度的增长,但是与全疆相比,差别还比较大,2006年人均GDP为8471元,低于全疆的平均水平(15000元),产业结构不合理的问题比较突出。本文根据阿克苏地区14个行业部门2000年和2006年的在业人口数量,采用Shift-share分析法,对该区产业结构进行分析探讨,找出产业结构中存在的问题,并提出优化产业结构的基本对策即大力发展现代农业、走新型工业化道路、进一步改善新兴产业等。

Analysis of the Industrial Structure and the optimized Approaches to the Structure in Aksu Prefecture

Industrial structure is an important factor. It not only impacts on the speed and quality of the economic growth, but also affects on potency and aftereffect of the regional economic growth. Since the opening up, especially the western development strategy had been implemented, the social economy of Aksu prefecture has achieved relatively rapid speed of growth. However, Aksu's social economic growth is still far back comparing to the whole Xinjiang. It's GDP was 8 741 RMB in 2006. which was lower than the average level of the whole Xinjiang(15 000 RMB). And there is problem with the improper manufacture structure. According to the number of the economically active population in the 14 industry sectors in the 2000 and 2006 were analyzed using Shift-share method on the industrial structure for Aksu Prefecture. Then raised up the measures that will optimize the industrial structure of Aksu prefecture,that is to develop the modern agriculture vigorously, to practise the new way of industrialization; to improve the new industries furtherly.
