我国装备制造业国产化问题与对策研究

装备制造业是国民经济持续发展的基础，是工业化、现代化建设的发动机和动力源。我国正处在重化工业的中期阶段，正是装备制造业发挥中坚力量的绝好时机，然而，装备制造业的国产化步履依然滞重。装备制造业国产化的瓶颈何在，本文认为首台（套）市场业绩的空白成为制约众多本土化装备企业参与市场经济的硬伤，装备制造业用户的垄断性、产业链条的分割性、原有的投融资体系财政税收政策偏颇性、执行规则的缺位以及领导者评价体系的不合理等是导致国产化水平低的主要原因。渐进式追赶、跨越式创新以及抓住设计走过程总承包道路、建立工程设计总院宏观掌控国产化进度等是解决国产化问题的有效途径。
