我国高校实施政府采购制度存在的问题及其对策

我国《政府采购法》颁布实施以来,高等学校的基建工程和教学仪器设备等物资采购逐步纳入了政府采购的范围,而传统采购模式下物权管理混乱、资金使用率和采购透明度不高、采购预算盲目等问题得到了初步解决.但由于政府采购在高校推行的时间较短、缺乏经验,存在亟待解决的问题.因此,应结合高校当前采购工作的特点,规范政府采购行为,建立配套的资金管理模式,做好年度预算编制,提高资金使用效率,使政府采购工作更好地为教学科研服务.

Problems and Solutions for Applying Government Procurement Rules in University

Ever since the enforcement of the law for Government Procurement in China, the procurement of capital construction and teaching equipment in higher institutions have been brought into line with it. Problems like the confusion of the real right, the ineffiency in service of the capital, the diaphaneity of the procurement and the blindness of procurement budget in the traditional mode of procurement have been solved, but there still exist some problems because higher institutions want time and experience with the law. Therefore, it's necessary to standardize government procurement, establish corresponding mode of capital management and make the annual budget plan to improve the service effiency of the capital and make it serve teaching and scientific research.
