摘    要:“民工荒”已不是简单的资本和劳工博弈、民工在城市中的整体生存发展环境的问题,更重要的是牵涉到我国的制度设计。“民工荒”是民工们呼吁无效后的退出选择,它是给全社会发出的信号,也给全社会敲响了警钟。解决“民工荒”问题的关键是建立一种有效的“呼吁”机制,拓宽呼吁渠道,提高呼吁效率;培育民工的归属感、认同感和忠诚度。

Abstract:"Laborer Shortage" isn't a simple question of capital and laborer game and laborer living environment but a problem of Chinese systems. Laborer Shortage is the withdrawal choice of laborers after their ineffective appeal, a signal as well as an alarm to the whole society. The key to the problem is to set up an effective appeal mechanism, widen appeal channels and improve appeal efficiency, thus cultivating laborers' sense of belonging, recognition and loyalty.
