双边经济的带动效应加速了技术追赶吗?

有关技术追赶的经济研究多从行业(企业)特征因素出发,而轻视了区域间合作的溢出作用。从价值链和经济联动的视角拓展有关技术追赶的经济分析框架,基于2007年、2010年中国30省区区域投入产出表和中国工业企业数据库,实证研究双边经济和技术追赶间的关系。结果显示:国内价值链中,省际间的双边经济带动效应能够显著提升各省份技术水平,缩小与国际前沿技术的差距;双边经济的带动作用同样提升了规模以上制造企业的劳动生产率,加速其技术升级;参与全球价值链也对中国30个省、市、自治区的技术升级具有正向溢出作用,融入国际垂直专业分工依然是中国保持技术追赶的重要方式。建议加强中国区域经济联动与高新技术融合发展,构建对外开放新格局。

Does the Driving Effect of the Bilateral Economy Accelerated Technological Catch-up?

The economic research on technology catch-up mostly starts from the characteristic factors of industry(enterprise),and despises the spillover effect of interregional cooperation.Based on the regional input-output table of China's 30 provinces and regions in 2007 and 2010 and the database of China's industrial enterprises,this paper expands the economic analysis framework of technology catch-up from the perspective of value chain and economic linkage,and empirically studies the relationship between bilateral economy and technology catch-up.The results show that in the domestic value chain,the inter-provincial bilateral economic driving effect can significantly improve the technological level of each province and narrow the gap with the international frontier technology;the bilateral economic driving effect also increases the labor productivity of manufacturing enterprises above scale and accelerates their technological upgrading;and the participation in the global value chain also has a positive spillover effect on the technological upgrading of 30 provinces in China.It is suggested to strengthen the integration and development of China's regional economic linkage and high and new technology,and to construct a new pattern of opening to the outside world.
