福建生态公益林补偿政策绩效棱柱评价

基于绩效棱柱法与专家评分法,从农户满意度、政府贡献、政策战略、政策流程以及政策执行能力5个方面设计了生态公益林补偿政策效果评价指标,并运用层次分析法和模糊综合评价法对这些指标权重与补偿政策执行效果进行综合评价,评价结果表明:农户满意度、政府贡献、公正的政策、公开的政策等项目水平"一般"甚至"较差",是导致福建省现行的生态公益林补偿政策效果综合评价结果 "一般"的重要原因。据此提出完善生态公益林补偿政策的政策启示。

Evaluation of Forest Ecological Benefit Compensation Policy Prism in Fujian Province Based on Performance

Based on Performance Prism and Experts Grading methods,we design five aspects of evaluation index about the effect of ecological public welfare forest compensation policy,which are respectively farmers' satisfaction,government's contributions,policy strategies,policy processes and policy implementation capacity. Besides,we use Analytic Hierarchy Process and Fuzzy Comprehensive Evaluation methods to evaluate these weights on indexes and the effect of compensation policy. The result shows that projects' level in "general"or even "poor"of farmers' satisfaction,government's contributions,policy strategies,policy processes and policy implementation capacity,are the important reasons to lead to the current comprehensive evaluation results of ecological public welfare forest compensation policy be in "general"in Fujian province. Therefore,this paper comes up with some implications to perfect the ecological public welfare forest compensation policies according to the above referred.
